The ABI Waiver

There are currently at least 5.3 million Americans living a brain injury?

The State of Connecticut’s ABI Waiver Program is a Medicaid-based waiver program that provides many of the essential support services those with an acquired brain injury may require in order to live in the community. Among these services are personal care assistance, life skills coaching, and prevocational training.

To apply for the ABI Waiver Program, a brain injury survivor and/or his or her conservator must first contact the Connecticut Department of Social Services. A DSS social worker will then complete a formal needs assessment. If both financial and medical eligibility are established, a “team” will be created to develop and guide that survivor’s ABI Waiver Service Plan.


Walk For Thought participants were treated to candy after they registered — but not all the candy was just candy. After reaching in with their eyes closed, many found that the treats they picked had slips of paper attached, entitling them to one of fifty great prizes!

All ABI Waiver teams include the individual with the acquired brain injury, his or her conservator (if the individual has one), a DSS social worker, a neuropsychologist, other clinical staff (as appropriate), and anyone else the individual with the acquired brain injury wishes to include. Service Plans vary greatly, since each is developed to meet the needs of a specific individual and each evolves to address that individual’s changing circumstances.

In all cases, regular meetings make it possible to refine services and track progress, ensuring optimal benefits.
